About the LGASA Mutual …

LGA Mutual is an important LGA subsidiary which was established in 2019 as part of a restructure of the LGA's self-insurance Schemes. LGA Mutual manages the LGA Mutual Liability Scheme (LGAMLS) and the LGA Workers Compensation Scheme (LGAWCS) as one entity. Services under the Schemes continue to be provided by Local Government Risk Services (LGRS) under a service agreement.

About the role…

As the CEO of this key LGA subsidiary, you will serve as the principal advisor to the LGA Mutual Board, leading the effective management of the Mutual Liability and Workers Compensation Schemes-along with any future indemnity or self-insurance schemes. This critical leadership position brings together strategic direction, financial and contract oversight, stakeholder engagement, performance management, and sound corporate governance to deliver value and service excellence to South Australian Councils.

What you will do…

  • Lead the strategic and operational delivery of the Schemes in line with the Local Government Act 1999 (SA) and relevant governance and contractual frameworks.
  • Lead the development and implementation of strategic and business plans, as well as budgets, in collaboration with the service delivery contractor.
  • Oversee financial performance, risk management, contract delivery, and compliance to ensure strong, transparent governance.
  • Support and advise the Board on strategy, risk, and performance, while fulfilling the responsibilities of Company Secretary.
  • Build trusted relationships with councils, regulators, reinsurers, government agencies, and other stakeholders.
  • Monitor and enhance service performance to ensure members receive high-quality, cost-effective support.
  • Represent the organisation at public forums, industry events, and media engagements, promoting the reputation of the Schemes and the local government sector.
  • Stay ahead of legislative and regulatory developments, and coordinate external advice from actuaries, auditors, and other key experts.
  • Lead a high-performing internal team and oversee key partnerships, including offshore reinsurance arrangements.

What they are looking for…

  • Demonstrated experience reporting to a Board and delivering high-level governance and strategic advisory support.
  • Comprehensive understanding Local Government sector, including its legislative, regulatory, and operational frameworks.
  • Strong skills in stakeholder engagement, risk management, financial oversight, and contract performance management.
  • Proven ability to lead strategic planning and manage operations effectively.
  • Sound understanding of insurance, self-insurance, or financial services environments.
  • Outstanding communication skills, with the ability to influence, negotiate, and build strong relationships across diverse stakeholder groups.
  • Qualifications in business, management, or a related discipline (or significant equivalent experience).

This role is ideal for a proven leader with a strategic mindset, a strong understanding of local government or member-based organisations, and the ability to operate effectively in a complex and politically nuanced environment.
