Position details
Context
The Education Act 1990 recognises home schooling as a legitimate alternative to the enrolment of a child of compulsory school age in a government or registered non-government school in NSW.
On 20 March 2025, the Hon. Prue Car, Minister for Education and Early Learning announced that the Department of Education will assume responsibility for regulatory oversight of home schooling in NSW from Term 2, 2025.
Responsibility for the regulation of home schooling will transition from the NSW Education Standards Authority (NESA) to the Department of Education’s Public Schools Division from 5 May 2025.
Candidates who are successful for this opportunity will be offered employment with the Department of Education under the Teaching Service Act 1980 (NSW).

The NSW Department of Education invites expressions of interest for the position of Home Schooling Authorised Person. This unique opportunity allows you to play a pivotal role in regulating and supporting the home schooling sector across NSW, contributing to quality education for students. There are current opportunities for Home Schooling Authorised Persons in the New England, Far South Coast, Broken Hill, Sydney and/or Newcastle regions.

Your impactful role in the home schooling community
Home Schooling Authorised Persons are highly experienced NSW teachers and educational leaders who conduct assessments of applications for home schooling registration in the home of the applicant. The Authorised Person’s assessment considers the home schooling provisions of the Education Act 1990 and the applicant’s compliance with requirements for home schooling registration, as described in the Guidelines for Home Schooling Registration in NSW (the Guidelines). Authorised Persons will provide reports and recommendations to the Department of Education relating to applications for home schooling registration.

About your employment arrangements
The successful applicants for this role will initially be engaged for a period of up to 2 years with the possibility of extension; commencing as soon as possible or at an agreed time. Your workload is determined by the number of applications that the Home Schooling Authorised Person assesses. This can fluctuate each week and is dependent on how many applications are received for the region. Authorised persons conduct assessments in the homes of homeschooling applicants, so they will need to travel to and from these locations.

Working with Children Check
A Working with Children Check number is a prerequisite for employment as an Authorised Person. A clearance check must be completed prior to commencing work as an Authorised Person. Advice on applying for a clearance is available here.
Child protection and mandatory reporting
As a Home Schooling Authorised Person, you will have a responsibility to uphold the safety and wellbeing of children. Information about being a mandatory reporter and your obligation to report concerns about a child’s safety or welfare can be found here.
Private Vehicle and Internet
Applicants will need to possess a private vehicle with comprehensive insurance, a current Australian driver’s licence and reliable home internet.
Travel for Official Business
This role, at times, may involve travel across the state as well as for attendance at professional learning sessions, and may include attendance at NSW Civil and Administrative Tribunal (NCAT) hearings. Travel reimbursement and allowances are in alignment with the NSW Department of Education’s travel for official business policy. You will receive reimbursements for approved travel expenses including flights, accommodation and meals while travelling for official business.
‘Rate Per Occasion’ payment model
A rate per occasion payment model is a payment structure where an employee is remunerated based on each discrete instance of the work performed rather than an hourly wage or salary. This payment model reflects the high degree of flexibility and autonomy of the role and recognise intermittent and on an as needed basis.
