About the Role

The Senior Analyst Safety Performance & Assurance (Public Transport) works in Network Operations division and is part of a small team responsible for developing and maintaining strategic safety assurance across all modes of public transport (predominantly those contracted by DTP). The role works closely with Public Transport Operators and DTP Public Transport Division providing expert advice and support to ensure the ongoing effectiveness and improvement of safety outcomes, compliance with safety legislation, and adherence to franchise and contractual safety requirements.

Position Outcomes / Accountabilities

  • Strategic Safety Assurance and Safety improvement – Perform assurance activities and work with operators to ensure safety obligations are met. Where required support the delivery of safety improvements that focus on network critical and key risks, particularly amongst public transport operators, and ensures proactive risk & assurance solutions are targeted according to risk profile, and related data.
  • Safety Governance -  Support the follow up on public transport safety incidents involving transport operators. Provide advice and support on risks assessments, audits & investigations that focus on critical and key public transport safety risks with the Public Transport Operators. Also support the Public Transport Operator safety governance & assurance arrangements that are in place.
  • Communication – Provide high quality advice has been provided to DTP leadership, first line defence roles and to public transport operators with respect to safety obligations, franchise & contractual safety requirements, continuous improvement opportunities and risk mitigation strategies.
  • High Quality Analysis and Reporting – Undertake sound analyses, using specialist knowledge and delivered high quality safety assurance reports/papers for Senior Leaders on time and to expectations.
  • Stakeholder – Foster collaborative engagement with the Rail Safety Regulator (ONRSR), the Bus Safety Regulator (STV) and Public Transport Operators, has been analysed and key trends requiring action have been identified and followed up with stakeholders.
  • Continuous Improvement – Identify and implement new methods and systems improvement opportunities to improve assurance and performance activities.

Key Selection Criteria

The Department of Transport and Planning is seeking a Senior Analyst Safety Assurance to enhance safety practices within the public transport sector. This role requires a strong ability to apply systems thinking to diagnose trends, identify obstacles, and create effective solutions for complex issues. The successful candidate will demonstrate critical thinking, analyzing problems from multiple perspectives and integrating solutions to prevent recurrence.

You will leverage your influence and persuasion skills to gain support for proposals, driving initiatives that ensure stakeholder buy-in and ownership. Additionally, the role involves fostering a culture of continuous improvement, where quality practices are embedded into service delivery and measurable metrics are established to assess effectiveness.

A key part of the role is developing and managing risk processes, staying informed about best practices and legislative requirements, and providing specialist expertise in risk assessments and reporting. Qualifications and Experience

Mandatory

  • Minimum of 3 years of work experience in an area related to safety, compliance, risk, or transport operations.
  • Experience in the development and application of risk and safety frameworks to fulfil legislative requirements.
  • Risk management – Experience identifying risks, assessing risks, implementing controls, and managing risks.

Desirable

  • Experience providing an audit or assurance function.
  • Lead Auditor certification is highly regarded.

Role Specific Requirements

  • May be required to visit depots and sites with correct PPE and clothing from time to time.
